What is RCOA?
RCOA or Retail Competition and Open Access has the objective to promote industry efficiency and consumer empowerment for contestable end-users. The RCOA led to the rise of Retail Electricity Suppliers (RES).
The retail electricity market in the Philippines is a relatively new concept, having only been introduced in the Philippines in 2015. The Energy Regulatory Commission (ERC) mandated the liberalization of the electricity market in order to increase competition and keep costs down for consumers. This new system of electricity trading allowed energy consumers to shop around and select from different providers, rather than being tied to a single provider.
