The reliability index, which is also referred to as โ€˜adequacy or availability indexโ€™, typically sets the allowable outages for power facilities โ€“ be it for scheduled downtime or on their forced outages either due to technical glitches or external factors, including heat wave and other natural calamities. Mabuhay Energy Corporation (MECO) and the other members of the Philippine Chamber of Commerce and Industry (PCCI)'s Eneโ€ฆ

Mabuhay Energy Corporation (MECO) and the other members of the Philippine Chamber of Commerce and Industry (PCCI)'s Energy and Power Committee met with Energy Regulatory Commission (ERC) Chairperson Monalisa Dimalanta to discuss the business sector's concerns on energy security and competitive power rates. The courtesy call aimed to foster collaboration and prepare for the upcoming Power Summit on June 19, 2024, organized by the PCCI. Mabuhay Energy, represented by COO and Head of Sales, Marketing, and Regulatory Jacqueline Castillo, works with the PCCI and ERC to ensure the streamlining of passed-on costs from generators to contestable customers which should include maximizing renewable energy benefits for the end-users, ultimately leading to competitive pricing in the retail sector. These contestable customers, often large energy users, play a crucial role in driving the country's economy. MECOโ€™s participation in this discussion as a member of the Technical Working Group (TWG) of the PCCI showcases our commitment to addressing power industry concerns and promoting a reliable and affordable electricity supply for inclusive economic growth for the country. Under Section 30 of Republic Act No. 9136, otherwise known as โ€œElectric Power Industry Reform Act of 2001โ€ (EPIRA), the ERC can suspend the operation of the WESM or declare a temporary WESM failure in cases of national and international security emergencies or natural calamities. Eligible power distributors may loan up to 80% of the incremental increase on their power generation and transmission charges, but not to exceed the repayment capacity of the DUs or three times the average billings of its power suppliers. NGCP issued Yellow Alert status for the Luzon Grid while market intervention was issued for Luzon, Visayas, and Mindanao due to RTD generation. April 21: Sunday - Ridge of High-Pressure Area (HPA) affecting the country. Pagbilao 1 went online from a Forced Outage. Ilijan B sub units went online from an Unplanned Outage while Pagbilao 2 went online then tripped and went online once more from a Force Outage. Additionally, Ilijan Block A 1-1 with a load of 289MW and ST-1 tripped. Furthermore, ALD occurred due to the tripping of Ilijan Blocks A & B then restored. April 22: Monday - Ridge of High-Pressure Area (HPA) affecting the country. Ilijan GT1-2, ST-1, and GT1-1 went online from a Force Outage. April 23: Tuesday - Easterlies affecting the country. NGCP issued Yellow Alert status for Luzon Grid, however, due to tripping of the Balsik San Jose line and activation of SIPS, ALD occurred for Meralco and NGCP feeders, and Luzon Grid was placed on Red Alert. Moreover, the system operator initiated market intervention after the implementation of Manual Load dropping due to generation deficiency. GMEC 1 and BCPP B tripped from a Force Outage while SCPC 1 & 3 tripped and then went online from a Force Outage. April 24: Wednesday - Easterlies affecting the country. NGCP issued Red and Yellow Alert statuses for Luzon Grid while Demand Control Imminent Warning was issued in preparation for the implementation of MLD. Furthermore, GN Power 1 went online from a Force Outage. April 25: Thursday - Easterlies affecting the country. NGCP issued a Yellow Alert for Luzon Grid. Energy Secretary Raphael P.M. Lotilla said the DOE sees no reason to lift the moratorium for now as more than 4,000 MW of power supply is expected to boost the countryโ€™s overall supply. In Luzon, 19 power plants are on forced outage and three others are operating on derated capacities, wiping out 2,284.3 megawatts of electricity to the grid. In the Visayas, 18 power plants are on forced outage while 10 others are running on reduced capacities; thus, the grid lost 757.7 MW of power supply.
