There is a variety of agencies overseeing the power industry of the Philippines. All these agencies have the common goal of ensuring that reliable, competitively priced, and sustainable electricity is provided to all Filipino end-users. - Department of Energy (DOE) – The DOE is responsible for the formulation and implementation of all plans, programs, projects, and activities of the government related to energy exploration, development, utilization, distribution, and conservation.
- Energy Regulatory Commission (ERC) – The ERC regulates electric utilities’ rates and services (transmission and distribution). It also licenses participants in the power sector and protects consumer interests by overseeing the quality and reliability of energy services.
- National Power Corporation (NAPOCOR) – Previously responsible for all the power-generating assets of the Philippine government, the NAPOCOR now manages water resources for power generation and is mandated to energize far-flung, off-grid areas and islands in the Philippines.
- National Electrification Administration (NEA) – The NEA focuses on rural electrification and the development of electric cooperatives (ECs) in remote areas of the Philippines. They provide financial and technical assistance to ECs, helping them bring electricity to underserved communities.
- National Grid Corporation of the Philippines (NGCP) – The NGCP is responsible for operating and managing the Philippines’ transmission network. They ensure the reliable and secure transmission of electricity from power plants to distribution utilities.
- Independent Electricity Market Operator (IEMOP) – The NGCP is responsible for operating and managing the Philippines’ transmission network. They ensure the reliable and secure transmission of electricity from power plants to distribution utilities.
- Power Sector Assets and Liabilities Management Corporation (PSALM) – Created in 2001, PSALM was tasked to manage the orderly sale, disposition, and privatization of the National Power Corporation’s (NPC) assets including the government-owned power plants. PSALM also assumed all of NPC’s financial obligations.
